Designing it from the Authority's side showed two things the story had wrong: the application starts in Economic Licensing, not Flight Operations, and it ends there too. Three weeks later somebody asks who submitted this application — and nothing you have built can answer. Regulations describe obligations, not systems. The first table I built for a civil aviation authority system holds its rows for about two days each, and most of them are deleted without ever becoming anything. Nineteen tables that issue no certificate, grant no licence and process no application — and without which none of that can happen. Why unverified data must never live in the table everything else points at, why a verification with no timestamp is a rumour, and why the most useful thing built in this phase is a stub that refuses to work.
